Why ENG runs this program
ENG is a veteran-owned small business. Its leadership knows what it takes to get a first subcontract, to bond a job for the first time, and to build past performance one project at a time. The Small Business Partnership Program is how ENG passes that opportunity along.
The program is open to veteran-owned, service-disabled veteran-owned, minority-owned, women-owned, HUB-certified, and other small trade contractors and suppliers in Texas. Members are prequalified on the same standards as every ENG trade partner and receive the same bid invitations. What the program adds is a commitment from ENG to help members grow.
What members receive
- Priority notice of bid opportunities in their trade and region
- A pre-bid scope review with ENG's project manager so the first bid is a good one
- Help with the paperwork that trips up new government subcontractors: certified payroll, lien waivers, submittals, certificates of insurance
- Right-sized scopes on early projects, with the chance to grow on the next one
- Prompt payment and a direct line to ENG leadership if it is ever late
- Past performance references for the work members complete

- Minority business enterprises
- Women-owned businesses
- Texas HUB-certified firms
- Small businesses under the applicable SBA size standard
