ENG's quality control framework
Federal owners already know the system. The Corps of Engineers and NAVFAC require a three-phase control process on their projects. ENG's quality control framework adopts that same process for every project, federal or not, because it works.
- Preparatory phase
Before a definable feature of work begins, the project team reviews the contract requirements, submittals, materials on hand, test procedures, and safety plan with the crew and the subcontractor. Nothing starts until the preparatory meeting is documented.
- Initial phase
When the first representative portion of the work is in place, the team inspects it against the standard, resolves workmanship questions, and establishes the level of quality for the rest of the feature.
- Follow-up phase
Daily inspections continue until the feature is complete, with deficiencies logged, corrected, and re-inspected. The daily quality control report goes to the owner every day.
Framework elements
- Designated quality control manager separate from production
- Submittal register and review before procurement
- Testing plan with independent testing where specified
- Daily quality control reports and deficiency log
- Punch list walk with the owner before substantial completion
- Closeout package: as-builts, O&M manuals, warranties, training
ENG's framework aligns with the Construction Quality Management for Contractors process required by USACE and NAVFAC.
