Civilian government owns more square footage than almost anyone realizes, and most of it is older than the appropriation that last touched it. Federal courthouses and office buildings, ports of entry, state agency headquarters, university campuses, county courthouses and jails, city halls and fire stations, and thousands of public school campuses all need the same thing: a contractor who will maintain them, repair them, and bring them back to standard without a capital project every time.
ENG treats federal civilian and Texas public-sector work as one market because the work and the buyers overlap. A facility support contractor that can serve a GSA courthouse can serve a county courthouse; a phasing plan for a state agency building is a phasing plan for a school district administration building. What differs is the acquisition path, and ENG is organized for each: federal set-asides and task orders, State of Texas procurement and the Centralized Master Bidders List, cooperative purchasing contracts, and bond-program subcontracting.
This is also the market ENG's Texas VetHUB strategy runs through. Once certified, ENG will be listed in the state's HUB directory that agencies and prime contractors use for sourcing, and it will be positioned both as a prime and vendor to state buyers and as a VetHUB subcontractor and teaming partner to primes pursuing state work.
Texas VetHUB is the Comptroller's program intended to increase certified veteran-owned firms' contracts and subcontracts with state agencies. State agencies and prime contractors use the HUB directory to source vendors and to document good-faith effort on subcontracting plans. ENG's VetHUB application is in process. When it is granted, ENG's certification will be stated on this site and verifiable in the state directory, and ENG will be positioned two ways: as a prime and vendor to state agencies and universities, and as a VetHUB subcontractor and teaming partner to prime contractors pursuing state work.
VetHUB is a State of Texas program. For counties, cities, and school districts, which run their own procurement and participation policies, ENG positions its veteran ownership and its public-sector capabilities on their own terms rather than presenting VetHUB as a mechanism that applies everywhere.
A performing partner has its own supervision, its own crews or prequalified subcontracts, its own safety plan, and its own quality control. It carries a defined scope and delivers the participation documentation without being chased for it. ENG is built for that seat, and it asks to be brought onto the team during pursuit, not just at buyout.
