Where a public owner's requirement is a new building, an addition, or a substantial alteration, ENG is structured to serve as prime and general contractor: to hold the contract, manage the schedule, self-perform general construction, buy out and coordinate the trades, and deliver the closeout.
General contracting is a role ENG occupies when the project calls for it, not the whole of the company's identity. ENG pursues construction projects sized for a firm of its scale, with a preference for the occupied-campus, installation, and public-institution environments its safety and delivery systems are written for. On larger projects, ENG serves as a subcontractor or teaming partner to a general contractor, carrying a defined scope under its own supervision.
Every ENG construction project runs under a site-specific safety plan, three-phase quality control, a submittal and testing program, and a closeout package assembled during the work.

ENG performs this service under facility support contracts, job order and task order contracts, SABER and IDIQ vehicles, cooperative purchasing contracts, purchase orders, and stand-alone projects, as a prime contractor, as a subcontractor to a prime, or as a teaming partner.
